Vinai Kumar Saxena, the lieutenant governor of Ladakh, has submitted a proposal to the Ministry of Home Affairs (MHA) for the creation of a dedicated Ladakh Subordinate Administrative Service (LSAS) to address significant shortages of administrative officers in the region. The proposal, aimed at enhancing governance and empowering local talent, suggests that 50% of the posts be filled through direct recruitment via the Union Public Service Commission (UPSC), while the other 50% would be filled through promotions from eligible non-gazetted posts within Ladakh. This initiative responds to long-standing demands from local groups for greater autonomy and a tailored administrative framework. Currently, Ladakh relies on the Jammu & Kashmir Administrative Service (JKAS) for its administrative needs, which has led to systemic challenges, including a lack of local representation and continuity in governance. The proposal also highlights the pressing need for a sustainable administrative system, especially following the recent creation of five new districts in Ladakh. Local leaders, including Sajjad Kargili from the Kargil Democratic Alliance (KDA), have welcomed the initiative, emphasizing its importance for Ladakhi students and job seekers.
