This investigation stems from irregularities involving land allotted for a thermal power plant in Bhognipur, dating back to 2011. District Magistrate Kapil Singh initiated a probe after discovering that government land was allegedly mortgaged to banks without state approval. The FIR, filed at Musanagar police station, was based on a complaint from Bhognipur tehsildar Priya Singh. The investigation revealed that 2,332 acres of land were allotted to Himavat Power and Lanco Anpara Power, with a requirement to start construction within three years. However, after 15 years, no construction occurred, and the land remained unused. The companies reportedly mortgaged the land to banks, including IDBI, Canara Bank, and Punjab National Bank, for loans totaling nearly ₹1,500 crore, which were never repaid. The banks attempted to auction the land illegally, prompting intervention from the district administration. The land has now been restored to government records, valued at over ₹300 crore according to the circle rate, although its market value is likely much higher. The FIR charges those involved with forgery and criminal conspiracy.
