The Delhi government has initiated the drafting of a semiconductor policy to transform the city into a hub for chip design, research, and advanced packaging. This policy is built around five key pillars: semiconductor design and intellectual property development, research and innovation, manufacturing-enabling activities such as Assembly, Testing, Marking and Packaging (ATMP), talent development, and strengthening the startup ecosystem. Chief Minister Rekha Gupta emphasized that this initiative will generate high-quality job opportunities in fields like chip design and semiconductor research, while also promoting skill development through targeted training programs and industry-academia partnerships. The policy aims to attract less capital-intensive segments of the semiconductor ecosystem rather than focusing on the expensive manufacturing of semiconductors, which requires billions in investment. This move comes in the context of global semiconductor shortages exacerbated by the COVID-19 pandemic and geopolitical tensions, highlighting the importance of domestic semiconductor capabilities for economic and technological security. The Central government’s India Semiconductor Mission, launched in December 2021 with an investment of approximately $10 billion, aims to bolster India's semiconductor infrastructure and capabilities, further supported by various state-level incentives.
