Mumbai's real estate redevelopment market saw a significant 16% growth in 2025, with 229 development agreements (DAs) signed, an increase from 196 in 2024. This upward trend is continuing into 2026, as nearly 30% of the 2025 agreements were finalized within the first 74 days of the year. Over the past six years, a total of 1,094 DAs have been signed, unlocking 432 acres of land for redevelopment. The western suburbs lead this growth, accounting for 773 agreements and unlocking 321.2 acres of land. Borivali emerged as the top area for redevelopment, contributing 20% of the total deals with 217 agreements. These projects are projected to create approximately 59,000 housing units, generating an estimated ₹1.5 lakh crore in housing value and ₹9,115 crore in stamp duty revenue for the state government. The redevelopment is primarily guided by regulations such as DCR 33(9), 33(11), and 33(20b), which dictate the Floor Space Index (FSI) allowed for such developments.
