Data from the Delhi government indicates that only 18.2% of penalties for violations related to the Yamuna floodplains have been recovered in the last eight years. A total of 4,241 challans were issued, resulting in penalties exceeding ₹8.51 crore (approximately $1.03 million USD), but only ₹1.55 crore (around $187,000 USD) has been collected. The peak year for challans was 2023, with 1,255 issued, yet enforcement remains inadequate. To address illegal dumping, the Delhi Development Authority (DDA) has stationed 369 security guards and installed 90 CCTV cameras along vulnerable areas. Activists argue that government agencies are complicit in violations, particularly during festival seasons when religious waste is often discarded into the river. The National Green Tribunal (NGT) has mandated measures to protect the floodplain, including the installation of 591 bollards and the reclamation of 1,424.23 acres of land over three years.
