A special Central Bureau of Investigation (CBI) court in Mohali has declared Thakur Dalip Singh, a key accused in serious criminal cases including the 2015 Jalandhar car bomb blast and the 2016 murder of Namdhari sect matriarch Chand Kaur, a proclaimed offender due to his continued absence from court. The court has ordered his name to be entered in the proclaimed offenders’ register.

A special CBI court in Mohali has declared Thakur Dalip Singh a proclaimed offender due to his persistent absence from court proceedings related to serious criminal cases, including the 2015 Jalandhar car bomb blast and the 2016 murder of Namdhari sect matriarch Chand Kaur. Special CBI judge Baljinder Singh Sra expressed concern over Singh's failure to appear despite several opportunities, with the last being on April 8. The court has directed that his name be added to the proclaimed offenders’ register.
The cases against Singh stem from a power struggle within the Namdhari community following the death of sect head Satguru Jagjit Singh in 2012. The rivalry intensified when Kaur endorsed Singh’s brother, Satguru Uday Singh, as the successor. Kaur was murdered on April 4, 2016, in what the CBI believes was a conspiracy orchestrated by Dalip Singh to eliminate a rival. Additionally, Singh is identified as the mastermind behind the failed car bomb blast in Jalandhar, which was intended as an assassination attempt against Uday Singh but resulted in the death of a conspirator when an IED detonated accidentally.
As the investigation progressed, the CBI issued non-bailable warrants against Singh in June 2021, and a chargesheet was filed in December 2022. During a recent hearing, a prosecution witness raised security concerns regarding their proximity to Singh, prompting the court to request an assessment from the Jalandhar police commissioner. The next hearing is scheduled for April 18.
