On April 8, 2023, the Brihanmumbai Municipal Corporation (BMC) Standing Committee decided to put on hold an amnesty proposal that would allow housing societies to obtain occupation certificates (OCs) for residential buildings constructed before November 17, 2016. This initiative, intended to provide relief to approximately 12 lakh homeowners across 25,000 residential buildings in Mumbai, aims to simplify the process for obtaining OCs by allowing payment of applicable charges based on building type and extent of violations. However, committee members expressed the need for further discussions and simplification of conditions, such as the 80 sq metre (approximately 860 sq ft) carpet area cap and the requirement for a valid commencement certificate. The BMC proposed a 50% concession on various charges for applications submitted within the first six months of the scheme's rollout, while later submissions would receive partial concessions. The absence of an OC can hinder homeowners' ability to secure loans and basic civic services, making the resolution of this proposal critical for the Mumbai real estate market.
