The Punjab State Scheduled Castes Commission has reported a significant increase in complaints regarding atrocities and rights violations against Scheduled Castes since 2020, with over 16,000 cases logged, including a peak of 3,630 in 2025. As of March 31, 2026, around 1,100 complaints have already been filed this year, indicating a persistent upward trend. Punjab has the highest Scheduled Caste population in India at 32%, with a concentration in the Doaba region, which includes Jalandhar, Hoshiarpur, Kapurthala, and Shaheed Bhagat Singh Nagar districts. Commission chairman Jasvir Singh Garhi noted that nearly 50% of the complaints involve allegations of police inaction, where victims report inadequate responses from law enforcement. The commission has also identified serious issues with reservation policies in government departments and is actively investigating fraudulent procurement of SC certificates. However, it faces challenges due to staff shortages, which hinder its ability to function effectively. Additionally, the commission lacks a digital complaint system, forcing individuals to travel to Chandigarh to file grievances, raising concerns about accessibility.
