The Office of the Ombudsman in the Philippines has initiated legal action against contractor couple Pacifico 'Curlee' Discaya and Cezarah 'Sarah' Discaya, along with several officials from the Department of Public Works and Highways (DPWH), for alleged graft and malversation related to a ₱53.9 million flood control project in Bulacan. The charges were filed in the Regional Trial Court in Malolos, Bulacan, as the involved public officials fall under the jurisdiction of trial courts. The investigation revealed that payments were made for the project despite the absence of an approved disbursement voucher and supporting documentation. These actions reportedly resulted in an unwarranted financial benefit of ₱53,917,731.92 to St. Timothy Construction Corporation, causing significant financial harm to the government. Bail for the graft charges has been set at ₱90,000 for each accused, while no bail is recommended for the more severe charge of malversation through falsification of public documents.
