The court's inquiry stems from a 2016 suo motu plea, prompted by reports that thousands of residents live in hazardous conditions under these power lines. During a recent hearing, Chief Justice Sheel Nagu and Justice Sanjiv Berry requested a detailed report on actions taken following a 2024 letter from the town and country planning department. This letter urged local bodies to identify unauthorized structures in urban areas. According to a 2025 affidavit from the state government, only 11 municipalities responded to the request for information on these structures, which are often private properties purchased for their low cost. The government highlighted difficulties in removing these structures, as they are often located within approved colonies. Concerns about the safety of schools, hospitals, and factories operating under power lines were raised by amicus curiae Anil Malhotra during a 2022 hearing. The court has scheduled further hearings on this matter for July 8.
