The agency's inquiry, initiated on May 28, 2022, followed complaints from officials of the Delhi Shelter Homes Workers Union. It revealed that the president of the Sofia Educational and Welfare Society, Suhail Khan, along with two accomplices, Amir and Sonu Kushwaha, created fictitious employees to illegally withdraw government funds. The CBI's findings indicate that fabricated attendance records were used to justify salary payments to individuals who never worked at the shelters. Many of these so-called employees were found to be engaged in different professions and lived far from their purported job sites. The CBI criticized DUSIB officials for neglecting mandatory inspections, which allowed this systemic misuse of identities to occur, leading to a well-planned conspiracy to misappropriate government funds.
