Under the new policy, Group A and B officers must be transferred after completing three years in a district or seven years in a division, excluding tenure in headquarters or divisional offices. The policy limits transfers to 20% of the total working strength in each cadre, with any excess requiring the chief minister's approval. For Group C and D employees, the transfer limit is set at 10%, extendable to 20% with ministerial consent.
