Iranian intelligence services and Revolutionary Guards operatives are reportedly recruiting teenagers through criminal intermediaries to carry out low-level hybrid warfare attacks in Europe and the UK. The first wave of attacks began in early March, shortly after US and Israeli strikes on Iran, targeting Jewish community sites in Belgium and the Netherlands. A second wave has focused on the UK, with multiple arson attempts on synagogues and a Jewish charity. British police have arrested 23 individuals since the attacks began, with seven charged with arson-related offenses. Analysts, including Julian Lanchès from the International Centre for Counter-Terrorism, note that while there is no direct proof of Iran's involvement, the organized nature of the attacks suggests a central command. The Metropolitan Police deputy commissioner, Matt Jukes, expressed concern over the possibility of a foreign state using these tactics to sow discord within communities. The attacks appear to be designed to create chaos and attract media attention, without causing significant harm, reflecting a strategy similar to Iran's operations in other regions.
