The Indian government is preparing a strategic roadmap to enhance apprenticeship training within micro, small, and medium enterprises (MSMEs). This initiative aims to implement policy, regulatory, and financial reforms that will make apprenticeship programs more viable and attractive for MSMEs. A senior government official indicated that inter-ministerial discussions are underway, with a blueprint expected to be released soon. One proposed model is the Group Training Model, which would allow clusters of MSMEs to pool resources to host apprentices, enabling them to rotate across participating units quarterly. The roadmap will consist of immediate measures and long-term reforms, including a clear action plan with defined timelines and ownership across stakeholder groups. Pilot projects will be launched in select clusters and sectors to evaluate the proposed interventions before a national rollout. Currently, only about 51,000 establishments engage apprentices, compared to 190,000 registered entities, highlighting the need for increased participation, especially among MSMEs. The government views apprenticeship as a crucial element for workforce development, particularly as India's youth population is projected to reach 345 million by 2036.
