Over 87% of colleges affiliated with Panjab University in Punjab and Chandigarh have not complied with the revised pay scales set by the 7th Pay Commission, which was implemented in September 2022. According to data from the Association of United College Teachers, only 18 out of 138 colleges have raised their teachers' salaries, leaving 120 colleges still waiting. This delay has caused significant distress among faculty, who have been awaiting salary hikes and arrears since January 2016. Notably, 38 of the non-compliant colleges are located in Ludhiana district, where only five out of 43 colleges reported compliance. Additionally, many institutions are failing to pay dearness allowance, house rent allowance, and gratuity, and are allegedly not maintaining proper retirement benefit accounts. AUCT president Tarun Ghai expressed frustration over the situation, especially as the 8th Pay Commission has already been approved by the central government.
