In a significant move to ease property ownership for residents, the Government of India has updated the PM-UDAY scheme, allowing regularisation of properties in 1,511 unauthorised colonies in Delhi. Union Housing and Urban Affairs Minister Manohar Lal Khattar announced that properties can now be regularised on an 'as is where is' basis, eliminating the need for approved layout plans, which previously hindered the process. This change is expected to benefit over 10 lakh families, as only around 40,000 ownership documents had been issued prior to this update.
Residents can now prepare building plans with empanelled architects and apply for ownership rights through the Municipal Corporation of Delhi (MCD) starting April 24 via the PM-UDAY portal. The MCD will issue regularisation certificates, while the Delhi government's revenue department will handle conveyance deeds. The government has also established a strict timeline for processing applications, including 7 days for GIS surveys and 45 days for issuing ownership documents.
Additionally, the updated policy introduces new norms for shops and construction, aiming to prevent future unauthorised developments through enhanced enforcement measures. This reform is seen as a pathway to legal ownership, access to bank loans, and economic empowerment for residents, marking a pivotal shift in Delhi's urban housing framework.
