On Thursday, Manish Tewari (Member of Parliament for Chandigarh) raised significant concerns in the Lok Sabha about the Need-Based Changes (NBC) order affecting the Chandigarh Housing Board (CHB). He questioned the Ministry of Housing and Urban Affairs regarding the lack of an impact assessment for the January 3, 2023 order, which has not been evaluated for its effects on residents. Tewari sought information on stakeholder consultations and grievances received from residents, resident welfare associations (RWAs), and allottees between 2023 and 2025, particularly about eligibility norms and penalties. In response, Minister of State Tokhan Sahu acknowledged that no formal impact assessment had been conducted but mentioned limited consultations regarding the policy's implementation. Tewari criticized the government's response as 'insensitive' to the challenges faced by nearly 3.5 lakh CHB allottees, who have endured administrative hurdles for over two decades. In a related development, on February 26, the UT administrator approved the revival of the NBC policy, which allows approximately 40,000 allottees to seek permission for structural modifications to their homes. The Chandigarh Housing Board has issued a Standard Operating Procedure (SOP) to facilitate this process, ensuring compliance with Supreme Court directions and recommendations from a high-level committee.
