The Haryana government has put a halt to all approvals related to the stilt+four floors policy for residential plots, following an interim order from the Punjab and Haryana High Court. This decision, communicated on April 3, 2024, comes after the court's April 2 ruling in the case of Sunil Singh vs State of Haryana, which raised alarms over the existing urban infrastructure in Gurugram. The court emphasized that allowing additional floors without adequate sewage, drainage, and road networks would exacerbate the city's congestion and flooding issues. Furthermore, the court noted that the state government had ignored recommendations from an expert committee, led by former IAS officer P Raghavendra Rao, which called for a comprehensive infrastructure capacity audit prior to implementing such policies. The town and country planning department has also highlighted that ₹689.80 crore collected under purchasable development rights has not yet been utilized effectively. This suspension of approvals aims to address the pressing infrastructure deficiencies before any further developments are allowed.
