The Material Recycling Association of India (MRAI) has proposed the establishment of a dedicated ministry for recycling to address persistent gaps in policy implementation and governance. During discussions with NITI Aayog, MRAI president Sanjay Mehta highlighted that while India has developed progressive recycling policies, the real challenge lies in their effective execution. Structural issues, such as frequent administrative transfers among ministries, disrupt policy continuity, leading to inconsistent regulation and delays. MRAI advocates for a centralized nodal authority to ensure leadership continuity and streamline compliance processes. Additionally, the association calls for a more nuanced approach to extended producer responsibility (EPR), arguing against a one-size-fits-all framework, particularly in high-value segments like non-ferrous metals, where excessive regulation could hinder efficient recycling systems.
