The Delhi government, led by Chief Minister Rekha Gupta, will implement a fully digital traffic challan system as part of the amended Central Motor Vehicles Rules, 1989. This new framework aims to enhance road safety and ensure timely resolution of traffic violations. Under the new rules, violators cannot avoid challans and must follow a prescribed process to contest them. Those committing five or more violations within a year will be classified as 'serious offenders,' risking suspension of their driving license. Challans can be issued both physically and electronically, with violations captured through cameras generating automatic e-challans. These will be sent to violators within three days via mobile, with a physical notice following within 15 days. Violators have 45 days to pay the fine or challenge it through an online portal. If no action is taken, the challan will be deemed accepted, requiring payment within 30 days. Continued non-payment will lead to restrictions on vehicle-related services, and vehicles may be flagged as 'not to be transacted' until dues are cleared. The system aims to modernize traffic enforcement and improve compliance among road users.
