The Delhi government, led by Chief Minister Rekha Gupta, will soon implement a fully digital traffic challan system as part of the amended Central Motor Vehicles Rules, 1989. This new framework aims to enhance road safety by making the challan process time-bound and efficient. Under the new rules, violators will no longer be able to avoid challans, and timely resolution will be mandatory. Anyone committing five or more traffic violations within a year will be classified as a serious offender, risking suspension or disqualification of their driving license.
Challans can be issued both physically and electronically by police or authorized officers, with violations captured through cameras automatically generating e-challans. These e-challans will be sent to violators within three days, while physical notices will follow within 15 days. Once issued, violators have 45 days to pay the fine or challenge it online. If no action is taken, the challan will be deemed accepted, and payment must be made within the next 30 days.
Failure to comply will lead to restrictions on vehicle-related services, including tax payments and driving license processing. Vehicles involved in violations may also be impounded, and all challans will be issued in the name of the registered vehicle owner, who will receive notifications via SMS or email.
