On May 20, 2023, the Russian Direct Investment Fund (RDIF) announced a collaboration with the Wenchang International Aerospace City Administration (WIACA) and China Construction Eighth Engineering Division (CSCEC 8B) to develop civilian space infrastructure in China. This agreement was made during Russian President Vladimir Putin's official visit to China. The partnership aims to enhance the development of civilian space and high-tech infrastructure, which includes cosmodromes, industrial facilities, testing sites, and tourism-related infrastructure. The focus will be on commercially oriented projects, such as creating commercial space clusters and space parks, as well as developing infrastructure for space tourism. The RDIF will play a crucial role in attracting both Russian and international partners to establish a sustainable investment and technological base for these projects. Meanwhile, WIACA will provide necessary institutional and administrative support, while CSCEC 8B will oversee the design, construction, and implementation of the infrastructure, ensuring compliance with international standards. The initiative also emphasizes the importance of promoting space exploration, developing space tourism, and establishing educational centers and demonstration complexes.
