In Nainital district, Uttarakhand, the local administration has taken significant steps to address complaints against 17 private schools in Haldwani, Ramnagar, and Bhimtal. Parents reported that these schools were compelling them to buy expensive private publications in addition to the National Council of Educational Research and Training (NCERT) textbooks. Furthermore, some schools were allegedly coercing parents to purchase materials exclusively from certain vendors, leading to excessive book requirements—sometimes two to three times the prescribed number for specific classes. Violations of the Right to Education Act, 2009, and the Consumer Protection Act, 2019, were cited as reasons for the notices. District Magistrate Lalit Mohan Rayal directed Chief Education Officer Govind Ram Jaiswal to ensure schools comply with new regulations, which include publishing a revised book list prioritizing essential and NCERT-based materials, ending compulsory vendor-based purchases, and making fee structures transparent on official websites. Schools have 15 days to comply or face penalties, including suspension or cancellation of recognition.
