The proposal was cleared with 112 votes in favor and 89 against, framed as an urgent bill, which requires a three-fourths majority for approval. This contrasts with ordinary proposals that only need a simple majority. Previously, on April 29, the proposal failed to pass due to insufficient attendance and unified opposition votes.
