The Delhi government is preparing to distribute chip-enabled smart cards to construction workers, enhancing their access to various government welfare schemes. The initiative is particularly beneficial for migrant laborers, allowing them to maintain a single identity linked to their registration details, thus preventing duplication and misuse of benefits. Currently, around 262,000 construction workers are registered with the Delhi Building and Other Construction Workers’ Welfare Board (DBOCWWB), with efforts underway to cover nearly 3 million workers, including unregistered and vulnerable groups. The smart cards will be issued annually and will integrate Aadhaar-based verification with national platforms like the e-Shram portal to ensure accurate targeting of benefits.
