In 2025, the Central Board of Secondary Education (CBSE) issued a tender for the scanning and digital evaluation of answer sheets, which initially included a clause permitting the blacklisting of vendors for rule violations. However, on September 20, 2025, less than a month after the tender's release, CBSE issued a corrigendum that removed the blacklisting provision. The board retained other enforcement measures, such as financial penalties and contract termination, but did not provide a reason for the removal. CBSE confirmed that the original tender did include this clause, which was requested to be removed by the third-party service provider, Tata Consultancy Services (TCS). Despite the change, CBSE maintains the right to blacklist vendors for severe infractions. The final contract stipulates fines for delays in resolving issues, raising concerns about the security of the on-screen marking (OSM) system, which has been criticized for vulnerabilities. Following these developments, CBSE awarded the contract for its digital scanning and OSM system to Coempt Edu Teck Pvt Ltd, based in Hyderabad, Telangana. Recent acknowledgments of security vulnerabilities on the evaluation platform have intensified scrutiny of the system's integrity.
