On Wednesday, the Supreme Court of India directed all states and Union territories to ensure compliance with the Central Motor Vehicle Rules (CMVR) that mandate the installation of speed governors, vehicle location tracking devices (VLTD), and emergency buttons in transport vehicles. This order was issued during a public interest litigation aimed at improving road safety. The court highlighted that currently, less than 5% of transport vehicles are equipped with speed-limiting devices, and a mere 1% have VLTDs installed. The bench, consisting of justices JB Pardiwala and KV Viswanathan, emphasized the importance of these devices for the safety of passengers, particularly vulnerable groups like women, the elderly, and children. States and Union territories are required to enforce compliance in a time-bound manner, with fitness certificates for public service vehicles contingent upon adherence to these regulations. The court also instructed the Ministry of Road Transport and Highways (MoRTH) to collaborate with manufacturers to ensure that new vehicles come pre-installed with these safety features. The matter has been scheduled for further review in September, with a request for updated compliance reports from the Centre.
