In a significant ruling, the State Consumer Disputes Redressal Commission has held the Greater Mohali Area Development Authority (GMADA) accountable for unfair trade practices related to its Purab Premium Apartments scheme in Mohali, Punjab, India. The commission found that GMADA delayed possession of a flat allotted to Shilpi Srivastava and offered it without completing essential amenities. The commission directed GMADA to pay 9% annual interest on the deposited amount from May 21, 2015, to October 7, 2016, and awarded ₹50,000 as compensation for mental distress and legal costs. The flat, priced at nearly ₹55 lakh (approximately $66,000 USD), was supposed to be delivered within 36 months of the allotment in 2012, but construction was not completed on time. GMADA's offer of possession in June 2016 was deemed inadequate, as essential services were still lacking. The authority's claims of compliance with promised amenities were dismissed by the commission, which emphasized that offering possession without the necessary completion certificates breached regulations.
