The Delhi government is set to implement a new initiative aimed at improving welfare delivery for construction workers through the introduction of chip-enabled smart cards. Managed by the Delhi Building and Other Construction Workers' Welfare Board (DBOCWWB), the initiative seeks to address issues such as fragmented welfare registrations and fund leakages. The smart cards will serve as a portable identity for workers, allowing them to access benefits like pensions, insurance, and education support without the need for re-registration as they move across districts or states.
Additionally, a cess management portal will be established to enhance transparency in fund flows collected from builders, who currently pay 1% of construction costs as cess. The new system aims to streamline processes, reduce administrative bottlenecks, and ensure that funds reach eligible beneficiaries. With around 262,000 active registered workers in Delhi and nearly 1.9 million registration applications received, the redesigned system has the potential to cover up to 3 million workers, including unregistered and migrant laborers.
However, the success of the initiative will depend on effective implementation, including awareness campaigns and reliable digital infrastructure to support Aadhaar-based verification.
