In response to a significant increase in subscriber complaints, the Telecom Regulatory Authority of India (Trai) has proposed the Telecom Consumers Complaint Redressal (Fourth Amendment) Regulations, 2026. This marks the first major update to grievance redressal norms in 12 years. Complaints surged by 63%, reaching 73,081 in FY26 from 44,733 in FY24, indicating widespread dissatisfaction with existing mechanisms. The proposed regulations include penalties up to ₹50 lakh (approximately $60,000 USD) per quarter for service providers failing to address complaints adequately. Initial fines of ₹1,000 for improperly dismissed complaints and ₹5,000 for wrongly disposed appeals will also be enforced. Additionally, operators must resolve complaints within three days, and consumers can escalate unresolved issues to an appellate authority within 15 days, down from 30 days. The new rules also require telecom complaint centers to operate 24/7 and enhance transparency by mandating that operators display customer care information prominently on their platforms. Former Trai advisor Satya N. Gupta emphasized the need for a telecom ombudsman to ensure compliance and effective resolution of consumer grievances.
