India's Ministry of External Affairs (MEA) has initiated awareness campaigns to encourage Indian students studying abroad to register with Indian embassies and high commissions. This effort aims to create a comprehensive database of Indians overseas, particularly in light of recent evacuations during the Russia-Ukraine and Iran conflicts, where many students sought assistance. Currently, there is no centralized database for the estimated one million Indian students studying abroad. The MEA's existing 'Madad' Portal, launched in 2015 for voluntary registration, has seen limited use, with only 41,000 students registered. The government is now considering revamping this portal or creating a new platform to facilitate better communication and support for students regarding local laws, cultural practices, and emergency procedures. The awareness campaign is focused on key student destinations such as the United States, China, Malaysia, Germany, and Canada, as well as emerging education hubs like Georgia, Kyrgyzstan, and Uzbekistan. Despite repeated advisories, voluntary registration remains low, often below 10% of the actual student population in many countries, which complicates the government's ability to assist students during crises.
