In Gurugram, Haryana, the traffic police issued 1,244,812 challans in 2025, resulting in penalties totaling ₹126.83 crore. However, the recovery rate remains alarmingly low, with only ₹17.5 crore collected, a decline from ₹19.6 crore in 2024 and ₹24.85 crore in 2023. This trend reflects a nearly 70% drop in recovery year-on-year, despite a 1.5 times increase in ticketing due to the installation of 1,200 CCTV cameras, including 308 AI-powered automatic number plate recognition (ANPR) systems. The recovery-to-penalty ratio for various violations, such as overspeeding and signal jumping, ranges from 12:100 to 23:100. By March 2026, the pendency of unpaid fines reached 92.5%, with only ₹1.2 crore recovered from ₹19.6 crore in penalties. Officials attribute the low recovery rates to motorists contesting fines in virtual courts and a lack of awareness about pending fines. To address these issues, traffic police are enhancing enforcement, conducting awareness drives, and improving signage on roads. The aim is to foster compliance and ensure timely payment of fines.
