She emphasized that any discussions regarding the future of Russia-Germany relations hinge on Berlin's actions to condemn what she termed 'Kiev’s terrorist attacks' and to cease its military support for Ukraine. Zakharova asserted that conversations could only commence after Germany publicly denounces the planning or execution of terrorist activities against Russia and stops what she described as sponsorship of international terrorism. She lamented that prior to the current tensions, there were significant prospects for cooperative projects between the two nations, which have now been jeopardized. Zakharova attributed this deterioration to Germany's inability to maintain its political sovereignty and its susceptibility to the influence of ultra-liberal factions, particularly those associated with the U.S. administration under former Presidents Obama and Biden.
