West Hartford, Connecticut, is considering a new ordinance that would mandate dogs to be leashed on all town-owned property, expanding existing restrictions that currently apply only to parks and playgrounds. The Town Council unanimously voted to move forward with this proposal, scheduling a public hearing for June 23 at 6:45 p.m. at Town Hall. The ordinance aims to address public safety concerns, as the West Hartford Animal Control Officer reported over 100 calls regarding roaming dogs from 2023 to 2025, with many incidents resulting in bites. Under the proposed rules, dogs must be kept on a leash or similar restraint not exceeding 6 feet in length while on public property, although this requirement would not apply in designated enclosed dog parks. The West Hartford Police Department would be responsible for enforcing these regulations, with fines of $25 for first offenses, $50 for second offenses, and $99 for third and subsequent offenses within a calendar year. Dog owners will have the right to appeal citations within 10 days.
