In a significant move, three universities in Kashmir, India, have terminated their Memoranda of Understanding (MOUs) with the US-based Kashmir Care Foundation (KCF) due to security concerns. The University of Kashmir, Islamic University of Science and Technology (IUST), and Sher-e-Kashmir University of Agricultural Sciences and Technology (SKUAST-K) issued the cancellation orders after internal reviews indicated that intelligence agencies had flagged potential risks associated with KCF's activities. The University of Kashmir and SKUAST-K canceled their agreements on March 25, 2025, while IUST followed suit the next day. Registrar Naseer Iqbal stated that the MOUs were originally executed on December 15, 2025, with the aim of enhancing educational initiatives through workshops and seminars in STEM and humanities. However, the universities concluded that continuing the agreements was not in their best interest, citing adverse reports and the need for greater caution in foreign collaborations. Importantly, officials confirmed that no financial transactions or liabilities were established during the MOU period.
