Dr. Amna Almaazmi, CEO of Growth and Human Development at KHDA, explained that CLHL is intended as a temporary emergency measure for children aged 0-6, activated only during government-mandated distance learning periods. Nurseries will oversee staffing, risk assessments, and the overall management of the CLHL process. Parents interested in these services must communicate with their child's nursery to understand available options. The KHDA has established two types of CLHL services: a hub model allowing small groups of children in residential settings, and a one-on-one educator model for individual families. Safety and compliance are paramount, with nurseries responsible for ensuring qualified staff and conducting thorough risk assessments of any home used for CLHL hubs. KHDA will review applications for these services but does not conduct direct inspections of homes. The CLHL services must cease within five working days after in-person learning resumes, ensuring they are used strictly during necessary disruptions.
