The National Council for Educational Research and Training (NCERT), based in New Delhi, has been officially designated as a deemed-to-be university, enabling it to confer its own degrees. This decision, made by the Ministry of Education on the recommendation of the University Grants Commission (UGC), also includes its six regional institutes of education located in Ajmer, Bhopal, Bhubaneswar, Mysuru, and Shillong, along with the Pandit Sunderlal Sharma Central Institute of Vocational Education in Bhopal. Previously, the NCERT was approved for this status under the 'De Novo' category, which allows institutions to focus on unique and emerging areas of knowledge. The notification outlines specific conditions, including a prohibition on commercial activities and a requirement to adhere to UGC standards for academic programs. Additionally, NCERT is expected to initiate research and doctoral programs and participate in the National Institutional Ranking Framework.
