The Oriental Mindoro Electric Cooperative (Ormeco) attributed this rise to a significant decrease in power generated from renewable sources, particularly hydropower, which fell from 13.9 million kilowatt-hours (kWh) to 8.6 million kWh as water levels in reservoirs dropped during the dry season. To compensate for the reduced renewable output, the cooperative relied more on emergency power producers (EPPs), whose usage nearly doubled from 2.6 million kWh to 5.3 million kWh. Consequently, the total cost of generating and purchasing electricity surged from ₱311.4 million to ₱376.6 million. Ormeco also noted that adjustments for pilferage cost recovery contributed to the rate increase. The cooperative expects rates to stabilize once water levels recover and renewable energy generation resumes at full capacity. Additionally, Governor Humerlito Dolor has warned IPPs that their contracts could be canceled if they do not fulfill their power supply agreements with Ormeco.
