Meanwhile, the outgoing Chief Minister, Mamata Banerjee, has yet to resign formally, as the West Bengal Legislative Assembly was officially dissolved by Governor RN Ravi on May 7. Although Banerjee remains in a caretaker role, she lacks the authority to make significant policy decisions. The question of her attendance at the swearing-in ceremony has arisen, as there is no constitutional requirement for outgoing Chief Ministers to attend such events. Traditionally, it is seen as a courtesy and a sign of a smooth transition, but there have been instances where outgoing leaders have opted not to attend due to political tensions or personal reasons.
