The Central Administrative Tribunal (CAT) in Chandigarh has mandated the regularisation of three part-time employees from the Railway Mail Service (RMS) in Haryana. The order was issued by a bench comprising Rashmi Saxena Sahni and Suresh Kumar Batra, in response to applications from Vijay, a safai karamchari in Rohtak, and Parkash Singh and Krishan Kumar, both watermen in Faridabad and Hisar, respectively. The tribunal criticized the denial of regularisation after decades of service as 'exploitative' and against constitutional principles. The employees had challenged a May 2025 order from postal authorities that rejected their regularisation claims, despite their long service records—Vijay since January 1999. The Department of Posts contended that the workers were not appointed against sanctioned posts, thus not meeting Supreme Court criteria from the landmark case, State of Karnataka vs. Uma Devi, concerning the regularisation of casual employees. However, the tribunal dismissed these claims and ordered that the workers' services be regularised within two months, along with all consequential benefits.
