The Higher Education Department of Odisha has introduced a new standard operating procedure (SOP) that prioritizes government and aided colleges with a valid National Assessment and Accreditation Council (NAAC) grade for opening self-financing courses in public-private partnership (PPP) mode. Previously, only autonomous colleges and universities could offer such courses. This SOP aims to improve the academic ecosystem and expand access to industry-relevant courses. Regular colleges affiliated with public universities are now eligible to host these courses, provided they meet the NAAC grading requirement. Non-accredited colleges may also apply, contingent upon a detailed suitability assessment. A joint inspection by the regional director of education and the respective university will evaluate the institution's infrastructure and faculty readiness before course approval. The SOP maintains the existing cap on student enrollment, allowing self-financing courses to comprise no more than 20% of total student strength in universities and 30% in colleges. The selection of private agencies to run these courses will follow a competitive request for proposal process, ensuring high-quality educational partnerships while safeguarding student interests.
