The couple, Satish Kumar Chugh and Neelima Chugh, booked a 1,035 sq ft unit in July 2017 for their coaching institute, with an expected possession date by November 2021. However, construction delays and disputes with local authorities led to the project remaining incomplete. Instead of refunding the amount, the developer offered a smaller 800 sq ft unit, which the couple rejected. The commission found the developer guilty of “deficiency in service” and “unfair trade practice,” ordering them to refund the entire amount with 9% annual interest. If the refund is not made within 30 days, the interest will rise to 12% per annum. Additionally, the developer must pay ₹3 lakh (approximately $3,600 USD) for mental anguish and litigation costs.
