Kumar had entered into an agreement in April 2011 to purchase a 138.89 square yard plot in Sunny Enclave and made full payment by December 2013, but the developer failed to register the plot in his name. Despite being allotted a different plot in 2019, that too was not registered. The commission found the developer deficient in service and ordered them to either complete the sale deed within two months or issue a refund, alongside an additional compensation of ₹2.5 lakh for mental distress and legal expenses.
