Congress leader KC Venugopal has submitted a privilege notice to Lok Sabha Speaker Om Birla against Prime Minister Narendra Modi, accusing him of casting aspersions on opposition Members of Parliament (MPs) during his address to the nation on April 18, 2026. This notice escalates tensions following the rejection of the Constitution (131st Amendment) Bill, 2026, which aimed to increase the number of parliamentary seats and implement women's reservation starting from the 2029 elections. Venugopal's notice claims that PM Modi's speech, which lasted 29 minutes, included direct references to the voting behavior of opposition MPs, attributing motives to their actions. He emphasized that questioning elected representatives undermines the authority of Parliament and the democratic rights of the people of India. In addition, over 700 citizens, including former civil servants and academics, have accused PM Modi of violating the Model Code of Conduct during his address, labeling it as electioneering and partisan propaganda. PM Modi's speech highlighted the Nari Shakti initiative aimed at empowering women, while accusing the Congress party of spreading misinformation regarding the delimitation process.
