Vivian Balakrishnan, Singapore's Foreign Minister, recently concluded a visit to Pyongyang, where he assessed North Korea's current diplomatic stance. He stated that North Korea is not ready to engage in talks with Japan, the United States, and South Korea, as it appears focused on enhancing its self-reliance and military capabilities. Balakrishnan emphasized that while North Korea is strengthening its relationship with Russia and maintaining ties with China, it has not shown interest in opening communication channels with the U.S. or its regional neighbors. South Korea's Foreign Minister, Cho Hyun, confirmed that Seoul has expressed its willingness to engage in dialogue through Balakrishnan, but noted the absence of any indications from North Korea to reciprocate. Balakrishnan also extended an invitation to Choe Son Hui, North Korea's Foreign Minister, to participate in the upcoming ASEAN Regional Forum, highlighting the importance of North Korea's presence on the international stage.
