Beginning May 12, 2024, the Driver and Vehicle Standards Agency (DVSA) in England will implement new rules requiring learner drivers to book their own driving tests. This change, part of a 'two-strike' policy, prohibits driving instructors from making bookings on behalf of their students. Learners will need to confirm their identity and agree to new terms and conditions through the government website. Additionally, from June 9, 2026, if learners wish to change their test location, they will only be able to select from the three nearest test centers. A spokesperson for the Department for Transport (DfT) stated that these measures aim to address the backlog in driving tests and reduce the potential for exploitation within the system. The DVSA has already conducted 74,847 extra tests between June and November 2023 compared to the previous year, and these new rules are expected to facilitate thousands more tests in the coming year.
