Signed by President Kassym-Jomart Tokayev on April 25, the new decree shifts from a traditional permit-and-quota system to an incentive-driven framework. Key components include the introduction of the Altyn Visa (Golden Visa), which provides significant tax exemptions and faster residency pathways for eligible foreigners, including business and skilled worker visa holders. Additionally, Astana and Almaty will introduce mandatory English-language services in various public sectors to improve the living experience for foreign nationals.
