The Punjab and Haryana High Court has imposed a fine of ₹2 lakh (approximately $2,400 USD) on Defence Secretary Rajesh Kumar Singh and Army Chief General Upendra Dwivedi due to their failure to implement orders granting a disability pension to retired Army Major Rajdeep Dinkar Pandere. Major Pandere, who resides in Pune, underwent 24 surgeries and developed a kidney-related ailment during his service. He was commissioned into the Army in September 2012 and served in various capacities, including high-altitude postings. In June 2017, he was diagnosed with a medical condition while on duty, leading to a low medical categorization. Despite being assessed multiple times, his request for a disability pension was rejected in November 2022. The Armed Forces Tribunal had previously ruled that his disability was attributable to military service and should be assessed at 40%, rounded to 50% in line with Supreme Court guidelines. After the authorities failed to comply with the Tribunal's orders, Major Pandere filed a contempt plea, resulting in the High Court's recent ruling that mandates the fine to be equally deducted from the salaries of both officials and paid to the petitioner.
