The Karnataka government has introduced a one-time settlement (OTS) scheme effective May 16, allowing nearly 7 lakh b-Khata property owners to convert their properties to a-Khata status by paying a reduced fee of 2% of the guidance value. This initiative aims to resolve long-standing issues related to property legality and enhance financial opportunities for homeowners.

Starting May 16, 2023, the Karnataka government will implement a one-time settlement (OTS) scheme aimed at regularising approximately 7 lakh b-Khata properties, primarily in Bengaluru's urban and peri-urban regions. Under this initiative, property owners can convert their b-Khata properties to a-Khata status by paying a 2% fee based on the guidance value, a significant reduction from the previous rate of 5%. This change is expected to alleviate financial burdens on homeowners, with the conversion charge for a property valued at ₹1 crore now dropping from ₹5 lakh to ₹2 lakh. Deputy Chief Minister D K Shivakumar emphasized that this scheme will provide legal clarity, allowing property owners to secure loans, sell their properties, and navigate civic approvals more easily. The initiative is part of the broader 'My e-Khata' campaign, which aims to streamline the conversion process and improve service delivery across 52 locations in Bengaluru. Previously, only about 11,000 property owners had applied for khata conversion, highlighting the need for this more accessible approach. Regularisation will grant owners legal certificates, enhancing their financial options and property rights.
