Russia's top security official, Alexander Bortnikov, has raised concerns about the Islamic State Khorasan Province (ISIS-K) actively recruiting migrants from Central Asian countries, including Tajikistan, Uzbekistan, Kyrgyzstan, and Kazakhstan, as well as citizens working in Russia. During a meeting of security chiefs from the Commonwealth of Independent States (CIS), Bortnikov stated that these recruitment efforts are part of a broader strategy to establish terrorist networks across the region. He noted that Russian and Tajik security agencies had previously dismantled a terrorist cell planning significant attacks and had thwarted five planned attacks in Russia through cooperation with Uzbekistan's State Security Service. Bortnikov further alleged that ISIS-K and allied groups are attempting to destabilize Afghanistan, particularly in areas outside Taliban control, with alleged backing from British intelligence services. He emphasized the importance of enhancing counterterrorism collaboration with Afghan authorities and stressed that regional security is contingent on peace in the Afghan-Pakistani region. Despite Taliban claims of improved security, ISIS-K remains active, posing a threat to regional stability, as highlighted by both Russia and China.
